Can Foreigners buy property in Aruba?
Good news is that there are no restrictions on foreigners buying property.
There are not many realtors in Aruba that represent the buyer. It would be prudent to hire a lawyer before entering into a purchase transaction, to protect your interests. The first step is to make an offer. Once the price has been agreed upon, the purchase agreement will be signed and a 10% deposit is paid within three to five days from the signing. The lawyer will then obtain data from the kadaster and from the tax department to determine if there are any unsettled and conflicting charges against the property, and to determine the leggerwaarde, i.e., the tax value of the property, which determines the stamp duty payable. This whole process takes about six to eight weeks.

Market Overview
Aruba, one of the few Caribbean islands generally considered outside the hurricane belt, has struggled to recover from the global real estate crisis of 2008, when home prices fell anywhere from 15 percent to 40 percent, though there have been some gains in recent years. The typical second or vacation home would range in price between $250,000 to $600,000, agents said. However, in wealthier areas, such as Malmok and Tierra del Sol, properties can range from $950,000 for an oceanview lot up to about $9 million for beachfront properties More at NY Times
Drinking Water
There is no need to buy bottled water in Aruba. Aruba's tap water is pure and refreshing, meeting the highest standards of quality of the World Health Organization. Since Aruba does not have any significant natural sources of fresh water, the water is distilled in a saltwater desalination plant. The plant is referred to as W.E.B., which is an acronym for the Dutch Water- en Energiebedrijf (Water and Energy Company). There are many requests to tour the plant. Electricity
Aruba decided to adopt the North American voltage standard of 110 A.C. (60 cycles), the same as in the United States and Canada. Electricity is a by-product of the water desalination process.
